Anyone intending to settle in Penang should pay particular attention to the compulsory residential purchase and the applicable Penang rules for foreign property ownership. The federal MM2H property minimum does not necessarily override a higher state threshold or other state conditions.

Federal MM2H applications cannot be submitted independently. They must be processed through an MM2H tourism operating company licensed by the Ministry of Tourism, Arts and Culture (MOTAC).

MM2H is a renewable long-term social visit programme. It does not automatically provide Permanent Resident status or citizenship. Only the Platinum category provides employment and business or investment privileges under MM2H itself.
